Unless he drops the engine in his e30 tomorrow, I think he is talking about taking his e28 in for smog?

If there are any internal issues with the motor and it won't pass smog, I don't want to find this out when I've done all the work installing it in my e30, only to have to take it out again. Smogging it in the e28 proves it's a good motor and documents it's CO and hydrocarbon. A very nice thing to hand to the smog referee. Only then is it worthy of doing the effort to swap it. I'll pay the extra $60 to have it smogged twice to prevent extreme frustration of having a newly swapped car that I can't legally drive.

My old m10 with blown block, rings and rod knock that would still pass smog w/o any problems is a perfect example. How many miles are on it?

Well, if he uses all the smog equipment on the donor, he will have a great baseline for what to expect. I see no issue with being anal. This is Andrew we are talking about. I won't be surprised if he does a micrometer based inspection of crank free play when he replaces the oilpan gasket with an NLA one from Guam.
