If considered in a linear model, yes, it stops, though theoretically for an immeasurable duration. A duration which due to angular associations, as it was pointed out to my retarded self varies asymmetrically tdc:bdc dependent upon rod ratio

Mathematically it never even gets to TDC or BDC, it just gets infinitely closer to that point.

In actuality it passes what is considered TDC and BDC when the crank velocity is zero.
