They used to not be able to look inside your car/under hood without a warrant. As of not too long ago, a bunch of laws were passed in an attempt to stop "street racers". Now, if your car is modified, they have a reason to believe you are a racer, so they are allowed to force you to pop your hood to let them check for illegal modifications.
No front plate is always the easiest excuse for the cops to pull you over and start looking around.

i had a cop inspected my Datsun once, which has a t3/t4 hybrid turbo, full 3" exhaust from DP back with NO CAT. but the car is too low and he couldnt see my straight pipe (which i was shitting a brick about) and let me go with no citation...
