I bet part of the reason is the issue they all ran into last year where they just didn't have enough trucks to make all the deliveries. they were literally renting Uhaul vans & trailers.

Possibly, though where I've seen them is in (semi-) private communities/neighborhoods on the Florida Gulf Coast.
No HOA, not a private community (we are pretty close to the king of all HOAs and tyrannical community planners, Irvine, CA).
I think it's purely volume and frequency of online orders in my community?

Yep. UPS and USPS does Sunday deliveries here using rented vans. Mostly amazon.com packages, it seems.
That's pretty awesome, eventually BUY - N - LARGE, I mean Amazon may have floating rail systems above our residences that simply parachute drops our items to us. Drones are so last year.

They started even earlier here this year with this plan. Last year I didn't see as many.
Uhuals, Budget Trucks, Random White trucks. If it has a rollup door, it's being used by UPS and Fedex since early last month it seems.
