    Home burns, firefighters watch...

    This is just not right...

WSET ABC 13 covers news, sports and weather in the Heart of Virginia: Lynchburg, Danville and Roanoke and nearby communities including Amherst, Lexington, Cave Spring, Blacksburg, Martinsville, Farmville, North Shore, Glasgow, Altavista, Gretna, Chatham, Blairs, Bassett, Rocky Mt, Penhook, Moneta and Buena Vista

SOUTH FULTON, Tenn. (AP) - A Tennessee couple has lost everything after their home burned to the ground as firefighters watched and did nothing.
Vicky Bell told WPSD-TV that she called 911 when her mobile home in Obion County caught fire. Firefighters responded but did not put out the blaze because she does not subscribe to the local fire service (http://bit.ly/t639Wo ).
Bell says she could "look out my mom's trailer and see the trucks sitting at a distance."
Rural residents who want fire protection can get service from the nearby town of South Fulton, but they must pay a $75-a-year fee. South Fulton Mayor David Crocker said that if the city's firefighters responded to people who didn't pay there would be no incentive for anyone to subscribe. He said firefighters will help when people are in danger, regardless of whether they have paid.

OBION COUNTY, Tenn. — A local family watches their home burn to the ground and just a few feet behind them, firefighters watch, too.

It's happened multiple times before in one local community: firefighters refuse to respond because the homeowner didn't pay a fire subscription fee.

The last time this happened, the city of South Fulton, Tennessee, received a lot of heat nationwide for this policy. That was more than a year ago but nothing has changed.

The mayor said it comes down to simple business. If they don't collect fire fees, the fire department can't survive and if they make exceptions to the rule, no one will ever pay the fee.

Besides that, he likes the "pay for spray" policy and said it's fair.

But that's hard to stomach when you've just lost your home and everything you've worked for.

"In an emergency, the first thing you think of, 'Call 9-1-1," homeowner Vicky Bell said.

    Firefighters came out.

Bell said, "9-1-1 said they were in fact dispatched and they showed that they were on the scene."

But once on the scene, they only watched.

"You could look out my mom's trailer and see the trucks sitting at a distance," Bell said.

For Bell, that sight was almost as disturbing as the fire itself.

"We just wished we could've gotten more out," Bell said.

It's a controversial policy that we've dealt with before. If you live in the city, you get fire protection but if not, you have to pay the $75 fire protection fee each year. With this policy, the city makes no exceptions.

"There's no way to go to every fire and keep up the manpower, the equipment, and just the funding for the fire department," Mayor David Crocker said.

And Crocker said by now, everyone should know about the city's fire policy.

"After the last situation, I would hope that everybody would be well aware of the rural fire fees, this time," Crocker said.

Bell and her boyfriend admitted they were aware but thought this would never happen to them.

For tonight, this hotel is home and they're happy be alive.

They don't pay property taxes to the city. For $75 a year, they could have had fire protection.

Eliminate your emotional response, and you'll see it's completely the homeowners fault.

Plenty of reasons that make this OK in my mind. First, if the couple wanted fire protection it sounds like $75 a year is a bargain. They didn't pay, so they don't get it.

Next, if this department responded to the fire the town could be openned up to the bevy of lawsuits for instances when they didn't respond in the past and/or if they don't respond in the future.

It sucks that these people lost their home, but they don't live in the city of the Fire Department. They live outside of the city and therefore outside of the Fire Department's jurisdiction. The Fire department was most likely under strict instructions from the legal counsel of the township to not respond to any fires where residents had not paid for the service. I'm sure they wanted to help, but their hands were tied. Don't blame the firefighters.

If my house catches on fire, let that motherfucker burn. I don't wanna pay to have the rubble torn down and hauled away. I wanna be able to collect insurance and use it all to roll in and build another house.

$75 a year? Eh....it's one of those things. Like insurance, if you want everything to be covered, you pay it, you don't choose to pay, that's the risk you take. Fire fighters gotta get paid somehow, and equipment upkeep, etc.

but I would bet they pay property taxes to the county and state in which the FD gets a good portion of it budget from.

By your logic here maniac if you live out in the unincorporated areas you should have to subscribe to the school system, to send your kids there.

That said this is nothing new, and has been going on all over the place for a long time and yes its bull shit.

                      NO

You pay your property taxes (or your land lord does) which in turn a large portion is used to pay for your public services PERIOD you know Police, Fire, road maintenance, schools ect.... Charging and additional fee on top of a occasional use service like police and fire I see more as extortion than anything. What about all those property taxes you have paid for years and never called upon the PD/FD for service. You have PREPAID FOR THAT SERVICE IN THIS RESPECT. As opposed to something like your water and sewer that you use every day and should have charge based on usage attached to it

Now if you havent paid your property taxes thats a different story but that wont matter, dont pay your rent on YOUR LAND to the govt and they will come and take it

I knew that was coming there kershaw your getting a little predictable :D

I wonder if the homeowners were stuck inside, would the fire fighters sit outside and watch because no $75 payment was made?
