Any recommend a good paint shop to respray a zinno E30? A family member has been slowly restoring his ES and the paint is bugging him. Older dude, has the budget to do it right, ie; glass out type respray

So im putting together my motor rn . Ran into the annoying ass timing belt tensioner spring and pin . I almost want to pull my own hair out because i swear those parts make it almost impossible for me to pull the belt over the camshaft . Do i need the spring and pin? It wasnt there when i originally pulled my head. I see its function is dampening the tensioner, but as far as holding tension , is it really necessary??
