Lightly brush it with some strong soap. If you try to rub it out it'll just be harder to remove.

I can't wrap my mind around how larger OD to smaller ID hub rings work. Example being, 57.1 hub diameter to 56.1 center bore. ESM sells such a ring. Does it effectively become a thin spacer? Can someone explain this like I'm 5?

I think you are reading it wrong. OD = outter diameter and ID = Inner diameter. The outter diameter is always going to be greater than the inner diameter which is the point of hub rings. They always ADD to the diameter of the hub. Now, if it were a hubcentric spacer...then you can go large to small center bore since it's now spaced away from the hub.

So, in order to run wheels with a 56.1 CB I either have to bore them out or have spacers custom made, yes?

Yes, or shave down your hubs. 1mm isn't that much.
