After dealing with the smog nazi's of CA, my suggestion is to get a new cat welded on and a fresh O2 sensor if you haven't done so already. If you're really close, you can dump a bunch of ISO gas line treatment and it might knock you down a couple points, but to be fair, the amount of money you'll spend going back and forth and chasing down these problems. For your hot rod you can probably get all this said and done for 400 bucks including labor. I have over 230k on my original cats for my e36 and they've been on their way out since 190k at the last smog check two years ago. SMOG is tougher each and every time! I'm going to do new cats soon, so I say just pony up a few benjamins and be done with it for good.
