Leakdown will probably tell you how fucked the valves are. Could be only one rocker cracked but all the valves bent, meaning it would barely if not even run anyway.

How can you do a leakdown test if one of the rockers is broken?

Got a borescope? Take a peak inside.

Does the engine manually roll over? Throw a rocker on and see what happens ;D

I forget if the B25 loses just intake or exhaust valves when the belt breaks, but probably figure in a set of (i/e) valves + machine work...or stick a known good head on and call it a day.
