I don't remember the exact numbers, but I heard BMP's E30 (when it had a tricked out M20 in it), was only putting out somewhere in the range of 220-250. And that was 11/1 CR with individual throttle bodies.
What about if you sourced a Racing Dynamics 24v head? I am thinking that displacemnt has a lot to do with this, that is why usually the higher the liter the more power you can squeeze with out FI.
Well volumetric efficiency is pretty important. Most production engines arent all that efficient. You can make an engine 4 bajillion liters but if you are only getting a liter of clean air and gas in there on each revolution then its not going to do you a damn bit of good.
You might be able to get 300whp out of an M20 but it isnt going to resemble anything you had before and you could have bought an E46 M3 by the time you were done (at least).
Possible with a bajillion dollars? Yes. Possible with a couple thousand dollars even? No. At least IMO.

No, with the camshaft necessary to pull that kind of power, you're going to need to bring on more compression than that. (Plus you'd be getting very few hours out of it)
