Everything. When I was trying to figure out the wiring for the starter the icv would vibrate as should and i could hear the ecu, but now that the starter is hooked up I'm hearing nothing which makes me believe there is a different electrical problem now.

Ok so the car cranks right? Do the windows roll up and down?

Yes that is correct. It cranks and the windows roll up and down. I have double checked everything(sensors, grounds, etc.) Do you know anything i could check for or might know what would cause my icv not to vibrate?

You need to make sure your getting fuel. If you've been cranking and cranking take a plug out and see if you can smell fuel on the end of the plug, if so your fuel is fine. Next take a plug out and put it on your valve cover with the plug connected see if you have spark. You have to have both those to start. If you have neither, check the air gap on your crank position sensor

To check if you have fuel. Jump the fuel relay ( that turns both pumps on ) take off the return fuel line. If fuel is pumping out fast then the pumps are fine.

Its possible your main relay is bad.

Still never found out what year your car is and what year harness your using.

The car is an 86 and the harness is an 87

A problem with the ICV won't make the car not start. It will make it idle funny, but it will start.

when my icv wire broke it idled at higer RPM, which actually means the ICV is operating correctly.

I have fuel but no spark. I am going to start checking the wires and distributor cap/rotor.

                                coil pack is good
wire from coil pack is good
12v into distributor cap is good
                                12v on rotor is good
but I am not getting 12v when rotor passes over individual post inside cap.
I assume that means its a bad cap?correct
