Looks like a r3v member ( earthwormjim) won the touring auction, but IIRC he was looking for a BAR legal car and I think he's about to find out the hard way that registering that car in CA will be "fun"

Process doesn't seem too bad, just need to pay for laboratory testing. It's not the same as BAR certification which is open to major interpretation.

I received quotes already from G&K that aren't too outlandish. Only downside is the 3-4 weeks required, but I'm in no rush.

The problem with the E39 B10 is the E39 M5. The M5 was such a better car, and they're not terribly expensive used.

That looks like rubbing wear, but from what?

Probably from the plastic dust cover when the car is on the ground.

I think at some point someone had wide tires on it and it rubbed in certain situations. Then the shock was removed and not put in the same orientation.

Oh fuck! I wish!!!! If that car sells for less than 10k, i think there will be hundreds of m3 guys shitting their pants because their last second bid didnt go through. There are a lot of people that want m3's but also want an excuse to use an engine bigger than a 4 banger.
