Turbo M20 will do 400hp, mpg though? You're going to have to choose between HP and MPG. Sure an LS might give 30mpg on the highway in an aerodynamic car (not an E30) but you will never get good gas mileage around town with big power. The only way you're going to get good gas mileage and 400hp is if you can afford to buy a car that's expensive enough for gas mileage to be a non-issue (a brand new car).

What if your bad fuel economy is because whatever is inside that magic chip is tuned terribly and is too rich and using all your fuel? If you really want to tackle fuel economy get the car onto a dyno with a good wideband and someone that knows what they are doing and see if it is running too rich. Perhaps an aftermarket ecu is in order with a gooood tune for fuel economy.

Fuel economy is also highly dependent on how you drive it. and you cant expect miracle economy from a 28yr old 3.5L engine.

To me it sounds like you're trying to make something your e30 isn't. That being said you're best for making a comfortable daily driver out of a e30 in my opinion is as follows:

            -M54b30
            -Zf 6 Speed
            -3.15 Diff
            -Z3 Steering Rack
            -Max399's E36 Front 5 Lug
            -Z3 Rear 5 Lug
            -H&R Sport Springs
            -Koni STR.T
            -ST Swaybars

Or a 2.93... I think there could be more of those kicking around.

Not to mention you'll need another car anyways. Motors don't swap themselves in one night especially motors that aren't even from the same manufacturer.
