I did something similar back when I worked graveyard shift cleaning shitters at the local grocery store.
my "boss" and another co-worker would leave the store at about 3am every day (shift ended at 7:30). They didn't clock out, they just left - because there was a form you could fill out if you forgot your time card or something. Well, he and his buddy would just fill out this form saying they were there until 7:30 and then he would sign it.
I probably wouldn't have cared much (the custodial arts are not really a career you'd want to stay in) but they were leaving me with all of the work. I reported them and security ran the tapes and of course they could see those idiots leave through the employee door. They were promptly fired.
I would probably leave in your situation or just demand that they pay you an extra $10k since that guy effectively got a raise.

I had a similar situation at a former place of employment. We had excess material that we collected at each branch that would be taken to be recycled every two weeks. One of the branch managers was found to have made an arrangement where the check from the recycle company was made out to him personally rather than the company. This guy was also one of the company's first employees, and amusingly shared a church connection with the owners. I was surprised, but they did make the hard (and correct) call of firing him.
That said, it's definitely time to bail. Loyalty to your employees is good to an extent, but if management will allow someone to steal from them then you're on a sinking ship. It'll probably trundle along as it is for a while, but it's never going to improve until the owners start treating it like a business.88 325is - S52 powered

I worked at a trucking warehouse for the summer and ran into the SAME THING, the guy would just walk around and do ZERO work. He was lower end management but friends with the owners etc. He clocked in ate lunch and sat around all day.
We also brought in snacks for fellow workers to share every other day and on a Monday I got a dozen donuts to break in my welcome with the fellow workers and the shit head ate 5 of them; walked right up ate one then grabbed two and walked off, he came back about an hr later and grabbed another two. So yeah, I feel you on slacking lazy management. I left after 1.5 months to go back to my father's construction company...at least I am the foreman there and we pride our self on hard work and gorgeous finished details.

They must reprimand an employee first, then put them on a corrective path. Verbal warning, written warning, then termination. That's how it's always worked within my corp.
