Your e-brake isn't broken
It just isn't adjusted
Thee e-brake console has the screws you need to tension the e-brake lines under the boot. 12mm nuts. Probably the first thing I do when I first by an e30 is adjust the e-brake. They are always screwed up
It should be adjusted so that the first 3-5 clicks, there is no or minimal pressure on the rear e-brakes. Too much; loosen: too little; tighten. There are two sides to adjust so you can independently adjust both sides of the brake
EDIT: it's easier to do it on a hill; that way you can quickly engage it on and off and check which side is grabbing more/less and adjust until they are perfectly balanced
And ticking from the rear is usually bad brake pad tension springs

Why on this Earth would you do the REAR brakes first. The FRONT does most of the work and is easier because there is no ebrake to deal with, or screw up in your case.

I've already been doing that to try and help, not much luck.
We did the rears first because we had the rear end off the ground to do my pumpkin and we had the rear wheels off the vehicle.
Lol the entire time I had no idea the e-brake was drum brake style inside the hub.
I'll get her all straightened out.
