the # rating is the pounds of fuel delivered per hour at 100% duty cycle at a specified rail pressure. normally injectors are operating at some % of full duty, so they will be open for ex. 25%, closed for 75%, and vibrating rapidly between open/closed to release an accurate amount of fuel.
If your engine is ingesting more air than the injectors can compensate for by increasing duty cycle, you need bigger injectors. some shadetree mechanic types like to put in bigger injectors and wangle with the AFM to trick the engine into having a bit more power, but you pretty much need a tune if you don't want the car to run horribly.
