When I'm done, my car will look like this, except with color matched bumpers.

I say keep the chrome bumpers. Gives the car some defining lines. The gray car will have all shadowline trim, except for the bumpers.

I'm not paying to have these bumpers re-chromed. I'm a cheap bastard that way. That would eat up half the budget for repainting the whole car. Plus, I like how color matched euro bumpers look. Easy choice.

If my car was a darker color, I might go out of budget to re-chrome them. But, chrome on a white car doesn't pop anyway.
