I moved here from Wisconsin, this is nothing.

How is the topography there? probably nothing like ours in the Seattle region, which is partly the problem with most uneducated snow drivers and their lack of common sense with driving on hills and snow

Fairly flat your are correct to assume, but we drove in the VVT BRICK (Honda Pilot) around without studs or chains in the 10in snow weather here down hills with no problems, its probably all the people with their Prius's who cant figure out which way the chains go on who screw all this up.
