I just called PayPal and confirmed that the $1400 amount from Hector Borrego was sent as a gift with no notes as to what the funds were for.


That's not exactly a huge safety net considering that credit card chargeback is a viable solution, but should he try that, I'll just do what I should have done from the beginning.

I wouldn't trust the refund because it's not directly related to the $1400 you originally sent him. You have a situation where you sent him money. Then several days later he sent you money, which happened to be the same amount. It's conceivable that he could later dispute the issue with either his bank or paypal.

Either way, you probably should have contacted the police as soon as you had his info. Late is better than never, and you may end up needing the report as proof of this situation. Besides, if it was just a misunderstanding, he won't be charged and will probably be motivated to be more transparent in the future. If he did try to scam you, he should have to deal with the full legal repercussions. (Try getting a decent job/apartment/anything as a felon)
