I think mineral spirits are used as a paint prep/degrease. So I don't think it leaves anything behind actually.
But I do think you're right - you need something petroleum to remove the tar. You might try vaseline actually. Dig out that tub of lube under your bed 5-toes, and give it a try.
(actually, I use to live on a beach that sometimes had natural tar that would get washed onto the beach once or twice a year - but after walking a mile, you're feet would be covered. I used xylene to clean up after I scraped the tar out of my 2002. It worked nicely and possessed pleasant hallucinogenic side effects while working inside the car with the doors closed and windows up. I found it in the paint department at the hardware store.Comment

I believe they are legal, white and Amber (yellow) are the only legal light colors you can have on the front of your car.
