It was happening a lot around Portland, and most of the cars were being funneled through one single wrecking yard. The State is supposed to be verifying that wrecking yards actually have the titles or legit ownership of a vehicle before they crush/dismantle it, but we know how good local gubment is about that sort of stuff... It seems to have tapered off a bit after it was discovered that one of the City Parking management senior officials was actually working with the wrecking yard to tow and crush cars broken down on the side of the highway or city streets.
