I was at a tattoo convention in Stockholm and said something eerily similar when an angry Irishman turned around and said "Well maybe you should stop acting like such a waffleswaffleswaffleswaffleswaffleswaffles, then!" A littler verbose, quite rude, but more or less sage wisdom.

Is it okay to turn the motor one turn or two to do the timing belt when it has practically no oil in it?

I sprayed the inside out good with carb cleaner then air when I changed the oil pan.. so there isnt much oil left in there. I need to rotate it by hand to do the timing belt though

Who assembled the bottom end? There should be assembly lube on everything if a shop did it, which means it is fine to do the timing belt rotations.

all I did to the bottom was try to get a little of the sludge out. Otherwise it is untouched.

You're fine. There is a bit of a debate in the engine building community about whether or not to lubricate the pistons as you insert them into the bore. I doubt you even took yours out, which means you're safe. There is plenty of lubrication to turn it a few times.

If you just cleaned the oil pan then you should be fine....

EDIT: like KEVORM said, there should be enough in there for a couple rotations.

Yeah I sprayed a whole can of Carb cleaner in there then put the pan back on and let it soak. then took the air gun and sprayed it out good.
