I would say at first (if you haven't already) just let him know what you found and ask if he is willing to either refund your money, or if he is willing to offer something else in return..
Try to be the bigger man at first. Then, if he refuses to deal with the problem, apply force.
Sometimes, people make honest mistakes or may not entirely know what is the history of something they are selling. I get that the motor was pretty toast, but he may not have known how badly it was done for. Give him a reasonable chance to make it right. You don't want him to get defensive right off the bat.
